The Key With No Lock is a quest item in Pathologic 2.
The Key With No Lock is obtained from Grace after she is sent to Peter Stamatin's Loft, but only if he is dead and Andrey Stamatin is alive. If those parameters are met, the Haruspex will be asked to bring the key to Andrey on behalf of his deceased brother.
